Publication on the channel of materials of a socially significant nature (including materials of a socio-political nature) requires compliance with a number of rules:

When registering a channel as a mass media on which materials of a socially significant nature are published, you must comply with the basic requirements of MatreshkaTV to the description of the channel opened in the profile, where the following must be indicated:
- Full and abbreviated name of the media itself;
- Media Topics;
- Country and origin of the media;
- Full and abbreviated name of the founder of this media (including registration data, OGRN, or other official registration number (for foreign founders), legal address, contact details, (including E-MAIL and phone number, address of the official website on the Internet);
- Address of the media on the Internet (html link);
- Number of the certificate of registration as a mass media issued by the Federal Service for Supervision of Communications, Information Technology and Mass Media;
- Contact details of the editorial board and the Editor-in-Chief.
If the channel is registered as the author's channel of a media journalist, including publishing materials of a socially significant nature (in particular, on behalf of the media), then the description of the channel also requires the indication of information from paragraph 1, even if such a channel is positioned by the author as an independent author's channel.
The description of the channel itself should also contain up-to-date contact details of the author of the channel (e-mail, phone, other methods of reliable communication).
Published materials must not be the products of a mass media outlet that does not have a registration / broadcasting license in accordance with the procedure established by law, or created after a decision to terminate or suspend its activities or without permission to go on the air.
If materials of a socially significant nature are published on a particular channel (both those that are the media from paragraph 1 or the channel from paragraph 2, and are not them) and such materials are «re-posting» of the relevant media on a topic of a socially significant nature (including reviews, clippings, citations in fragment format, etc.), then the description of the video should contain information from paragraph 1 above regarding the media whose materials are published, and the description of the channel itself should also contain up-to-date contact details of the author of the channel (e-mail, telephone, other methods of reliable communication).
If the channel publishes materials:
- any Russian media outlet included in the register of foreign agents (hereinafter referred to as «foreign agents»);
- any Russian individual included in the register of foreign agents;
- any non-profit or public organization (NGO) included in the register of foreign agents;
- materials of any foreign media, NGOs, public organizations not included in the List of foreign and international non-governmental organizations whose activities are recognized as undesirable in the territory of the Russian Federation, but which, having characteristics and objective or indirect features that fall under the criteria for the recognition of an entity as a foreign agent, including «re-posting» of the content of such persons (including, reviews, footnotes, citation in fragments format, etc.), then such content should be titrated with a special disclaimer about the content's belonging to a foreign agent.

Disclaimer format:

«This message (material) was created and (or) distributed (or potentially can be created and (or) distributed) by a foreign media outlet performing the functions of a foreign agent, and (or) by a Russian legal entity performing the functions of a foreign agent».

The duration of the disclaimer is at least 15 seconds. The indication should be at the beginning of the material and after each interruption. You cannot overlay the text of the indication on other audio fragments, as well as increase the speed of its reproduction. In terms of volume, the message should not be quieter than the main media reports. If it is a video, the mark should be located in the center of the frame and occupy at least 20% of the image.

Published content, including on socially significant topics, should not belong, be created, financed, published on behalf of persons / organizations included in the register of prohibited (https://minjust.gov.ru/ru/documents/7822/), register of terrorist (http://www.fsb.ru/fsb/npd/terror.htm) or register of undesirable organizations (https://minjust.gov.ru/ru/documents/7756/), nor is it content material created by a person included in the list of organizations and individuals in respect of whom there is information about their involvement in extremist activities or terrorism. If there is a mention of such organizations in the content, then it is necessary to titrate such a reference with a special disclaimer: «An organization whose activities are prohibited in the Russian Federation». And in the case of persons in respect of whom there is information about their involvement in extremist activities or terrorism, the disclaimer: «A person in respect of whom there is information about his involvement in extremist activities or terrorism».
When covering a counter-terrorist operation, it is forbidden to disseminate in materials published on the channel information about special means, techniques and tactics of such an operation, if their dissemination may impede the conduct of a counter-terrorist operation or endanger the life and health of people. Information on employees of special units, persons assisting in carrying out such an operation, identifying, preventing, suppressing and disclosing a terrorist act and about family members of these persons may be made public in accordance with the legislative acts of the Russian Federation on State secrets and personal data.
7.1. When preparing materials and publications related to the conduct of a special military operation to liberate the Lugansk People's Republic and the Donetsk People's Republic, it is mandatory to use reliable information and data obtained exclusively from official Russian sources (https://rkn.gov.ru/news/rsoc/news74084.htm).
The published content (material) must not be on the official list of extremist materials (https://minjust.gov.ru/ru/extremist-materials/).
Published materials should not contain:

9.1. Information expressed in an indecent form that:
- Insults human dignity and public morality;
- Shows clear disrespect for society, the state, official state symbols of the Russian Federation, the Constitution of the Russian Federation or bodies exercising state power in the Russian Federation.
9.2. Information containing calls for mass riots, extremist activities, participation in mass (public) events held in violation of the established procedure.

9.3. Unreliable socially significant information disseminated under the guise of reliable reports, which creates a threat of harm to the life and / or health of citizens, property, a threat of mass violation of public order and / or public safety, or the threat of interference with the functioning of vital facilities, transport or social infrastructure, credit institutions, energy, industry or communications facilities.

9.4. Information that allows you to access prohibited information or materials (links to where this information can be obtained: a website on the Internet, instant messengers, groups and communities in social networks, e-mail addresses, phone numbers, offline addresses, etc.).
Published materials must not violate the established norms of the legislation of the Russian Federation on elections and referendums, the rules for conducting election campaigning, campaigning on referendum issues, the procedure and conditions for the distribution of materials of election campaigning, campaigning on referendum issues (http://www.consultant.ru/document/cons_doc_LAW_37119/fbf9c70f2c2a9ff63c33bad55406dddaddc80d9b/).
Published materials must not violate the requirements established by the Federal Law of December 29, 2010 №436-FZ «On the Protection of Children from Information Harmful to Their Health and Development» in relation to the media (http://www.consultant.ru/document/cons_doc_LAW_108808/).
Providing confirmation of the legality of the placement of content, with the so-called observance of copyright, at least in the description of a specific unit of content on the channel.

For example, by:

– indication of the details of the authorization letter / license agreement from the copyright holder (the owner of the channel is obliged to provide an electronic image (scanned copy) of such a document at the first request of the Administration); or

– providing an active html-link to the direct indication of the copyright holder on the original site, where such materials were published on the possibility of using such content by any person (including in the form of «re-posting») on other platforms; or

– or, if the copyright holder has authorized the use of the content under free licenses (e.g. CC BY 4.0; more information about CC licenses at the link (https://creativecommons.org/licenses/?lang=ru) in this case, it is also necessary to provide an active html-link to the page of the author (copyright holder), where the author directly indicates the conditions and restrictions on the use of his content under a free license).
The published content must not violate the provisions of the Annexes to the MatreshkaTV General User Agreement (GPS) with direct prohibitions for videos that cannot be uploaded to the MatreshkaTV Platform.
Failure to comply with any of these requirements may cause the Administration to reject the publication of relevant materials on the channel, delete such materials or block the channel until the discrepancy is eliminated.
The administration of the MatreshkaTV media platform does not censor the information published by users on the MatreshkaTV Website, while taking actions to protect the rights and interests of a wide range of persons, respectively, who use the functionality of the platform, but due to the special requirements of the current Russian legislation on the dissemination of information via the Internet, regarding the establishment of possible legislative restrictions or prohibitions on the dissemination of information that does not comply with the law (prohibited information, or information potentially possessing signs of prohibited or restricted to circulation information), the Administration of the MatreshkaTV media platform is obliged to take preventive assessment actions for a preliminary analysis of the information posted on the platform, including socially significant (including socio-political) information for its compliance with the requirements established by law. As a result, from the moment of downloading user content to the moment of its publication, it may take some time also necessary to send, in accordance with the procedure established by law, a request to the supervisory authorities (Roskomnadzor) to obtain an official opinion of the regulator on the degree of compliance of information for the presence of prohibitions on its distribution, if at the discretion of the Administration it will be necessary to send such a request. At the same time, due to the requirements of the current legislation, until the regulator's response is received, the MatreshkaTV Administration will take measures to restrict access to this information (subparagraph 2 of paragraph 5 of Article 10.6 of Federal Law №149-FZ).
