Publication of socially significant content on the platform MATRESHKA.TV
Publication of socially significant materials on the channel (including materials of socio-political nature) requires compliance with a number of rules:

1. By registering the channel as a mass media outlet where socially significant materials are published, you need to comply with the basic requirements of MATRESHKA for the open channel description, where the following information must be indicated:
1.1. Full and abbreviated name of the media outlet;
1.2. Media outlet's topic;
1.3. Country and origin of the media outlet;
1.4. Full and abbreviated name of the founder of the media outlet (including registration data, OGRN, or other official registration number for foreign founders), legal address, contact details (including E-MAIL and phone number, official website address on the Internet);
1.5. Media outlet's Internet address (HTML link);
1.6. Certificate number of registration as a media outlet issued by the Federal Service for Supervision of Communications, Information Technology, and Mass Media;
1.7. Contact details of the editorial board and Chief Editor.

2. If the channel is registered as an author's channel of a media journalist, including the publication of socially significant materials (particularly on behalf of the media outlet), then the information from point 1 should also be indicated in the channel description, even if such a channel is positioned by the author as an independent author's channel.

3. The channel's description should also contain up-to-date contact details of the channel's author (e-mail, phone number, and other reliable communication methods).

4. The published materials must not be produced by a media outlet that does not have registration/licensing for broadcasting in accordance with the established law, or created after the decision on termination or suspension of its activities or without permission to publish (air) them.

5. If a channel (both registered as a media outlet from point 1 and registered as an author's channel from point 2) publishes socially significant materials that are "reposts" of relevant media outlets on socially significant topics (including reviews, excerpts, quoting in fragment format, etc.), then the information from point 1 above regarding the media outlets whose materials are published should be indicated in the video description. In addition, up-to-date contact details of the channel's author (e-mail, phone number, and other reliable communication methods) must be included in the channel description.

If the channel publishes materials:
of any Russian media outlet included in the registry of foreign agents (hereinafter referred to as "foreign agents");
of any Russian individual included in the registry of foreign agents;
of any non-commercial or public organization (NGO) included in the registry of foreign agents;
of any foreign media outlet, NGO, public organization not included in the List of foreign and international non-governmental organizations, the activities of which are recognized as undesirable on the territory of the Russian Federation, but having characteristics and objective or indirect signs falling under the criteria for recognizing a subject as a foreign agent, including "reposts" of such content (including reviews, references, quoting in fragment format, etc.), such content must be titled with a special disclaimer about the content's belonging to a foreign agent.
Disclaimer format:
"This message (material) is created and/or distributed (or potentially may be created and/or distributed) by a foreign media outlet acting as a foreign agent and/or by a Russian legal entity acting as a foreign agent."
The duration of the disclaimer should be at least 15 seconds. The disclaimer must be placed at the beginning of the material and after each interruption. The text of the disclaimer should not overlap with other audio fragments, and its playback speed should not be increased. The volume of the message should not be lower than that of the main messages of the media outlet. If it is a video, the disclaimer should be centered and cover at least 20% of the frame.
The published content, including socially significant topics, should not belong to, be created, financed, or published on behalf of individuals/organizations included in the list of banned (https://minjust.gov.ru/ru/documents/7822/), terrorist (http://www.fsb.ru/fsb/npd/terror.htm), or undesirable organizations (https://minjust.gov.ru/ru/documents/7756/). The content should not include materials created by individuals listed as extremists or terrorists (https://www.fedsfm.ru/documents/terrorists-catalog-portal-act).
If the content contains mentions of such organizations, it must be specifically marked with a disclaimer: "The organization's activities are prohibited in the Russian Federation." In the case of individuals listed as extremists or terrorists, the disclaimer should read: "The person is associated with extremist activities or terrorism."
When covering counter-terrorism operations, dissemination of information about special means, technical techniques, and tactics used in such operations, if such dissemination could hinder the conduct of counter-terrorism operations or endanger people's lives and health, is prohibited. Information about members of special units, individuals assisting in conducting such operations, detecting, preventing, intercepting, and disclosing terrorist acts, and about the family members of the mentioned individuals can be made public in accordance with the legislative acts of the Russian Federation on state secrets and personal data.
When preparing materials and publications related to the special military operation for the liberation of the Luhansk People's Republic and the Donetsk People's Republic, only reliable information and data obtained exclusively from official Russian sources (https://rkn.gov.ru/news/rsoc/news74084.htm) should be used.
The published content (material) must not be included in the official list of extremist materials (https://minjust.gov.ru/ru/extremist-materials/).

The published materials should not contain:
Information expressed in an indecent form that:
Offends human dignity and public morality;
Shows blatant disrespect for society, the state, official state symbols of the Russian Federation, the Constitution of the Russian Federation, or the bodies exercising state power in the Russian Federation.
Information containing calls for mass riots, extremist activities, participation in mass (public) events held in violation of the established procedure.
Untrue socially significant information distributed under the guise of reliable messages, which poses a threat of harm to the lives and/or health of citizens, property, a threat of mass violation of public order and/or public safety, or a threat to the proper functioning of essential facilities, transport or social infrastructure, credit institutions, energy, industrial or communication facilities.
Information enabling access to prohibited information or materials (links to where this information can be obtained: websites on the Internet, messengers, groups, and communities on social networks, email addresses, phone numbers, offline addresses, etc.).
The published materials should not violate the norms of Russian legislation on elections and referendums, the rules for conducting pre-election campaigning, campaigning on referendum issues, the procedure and conditions for the distribution of pre-election campaigning materials, and campaigning on referendum issues (http://www.consultant.ru/document/cons_doc_LAW_37119/fbf9c70f2c2a9ff63c33bad55406dddaddc80d9b/).
The published materials should not violate the requirements established by Federal Law No. 436-FZ of December 29, 2010, "On the Protection of Children from Information Harmful to Their Health and Development," applied to mass media outlets (http://www.consultant.ru/document/cons_doc_LAW_108808/).

Confirmation of the legality of content placement, with regards to copyright compliance, at least in the description of specific content units on the channel.
For example, by:
-
specifying the details of the authorization letter/license agreement from the right holder (the channel owner must provide an electronic copy (scan) of such document upon the Administration's first request); or
-
providing an active HTML link that directly indicates the right holder on the original website where such materials were published, allowing the use of such content by any party (including in the form of "reposts") on other platforms; or
-
if the right holder has allowed the use of the content under free licenses (e.g., CC BY 4.0; more about CC licenses at the link https://creativecommons.org/licenses/?lang=en), an active HTML link to the author's (right holder's) page where the conditions and restrictions for using the content under the free license are explicitly stated must also be provided.

The published content must not violate the provisions of the Appendices to the General User Agreement (GUA) of MATRESHKA with direct prohibitions for videos that cannot be uploaded to the MATRESHKA Platform.

Non-compliance with any of the specified requirements may be the reason for the Administration to reject the publication of corresponding materials on the channel, remove such materials, or block the channel until the discrepancy is rectified.

The MATRESHKA media platform Administration does not engage in censorship of information published by users on the MATRESHKA Site while taking actions to protect the rights and interests of a wide range of individuals who use the platform's features. However, due to specific requirements of the current Russian legislation regarding the dissemination of information via the Internet, including the establishment of possible legislative restrictions or prohibitions on the dissemination of information that does not comply with the law (prohibited information or potentially information subject to prohibitions or restrictions), the MATRESHKA media platform Administration is obligated to take preventive evaluative actions to pre-analyze the information posted on the platform, including socially significant (including socio-political) information, for its compliance with the established legal requirements. As a result, from the moment of uploading user content to its publication, a certain amount of time may be required for the Administration to send a request to the regulatory authorities (Roskomnadzor) in the manner prescribed by law to obtain the regulator's official opinion on the extent of compliance of the information to determine if any prohibitions exist on its dissemination, if deemed necessary by the Administration. However, during the period required for receiving the regulator's response, the Administration of MATRESHKA will take measures to restrict access to the specified information (Subparagraph 2 of Paragraph 5 of Article 10.6 of Federal Law No. 149-FZ).
